(4) Our GUS/Nigeria (Reference (f) above) activities started with my facts
finding trip to Nigeria in June of 2004, when Charles Eke took me around about
a half dozen universities there with the help of Late Prof. G. Olalere Ajayi, Director
General/CEO of the National Information Technology Development Agency (NITDA).
Pls see the Reference (c) above. Ajayi suggested me to work with Prof. Kehinde
of Obafemi Awolowo
University.
(5) As said elsewhere before, we are now working to hold our planning workshop of
our GEWS/GUS project with the NSF fund at the office of the GLORIAD at the
University of Tennessee in Knoxville (UTK) -- hopefully this coming spring.

(7) In the mid 1980s, I was once tried to help
the Japanese Ministry of International Trade and Industry (MITI), the most
powerful ministry, to raise one million software programmers with billions
dollars. They completely failed which was deeply rooted in the Japanese
culture — and its fall-out is now seen as described in the Reference (g)
above. Our Global Early Warning System
(GEWS)/Global University System (GUS) projects are counter measure to cope with
this dismal, devastating failure.
(8) About six month after the planning workshop at the UTK mentioned above, we
will conduct next workshop at the the School of
International and Public Affairs (SIPA) of Columbia University and at the
Stevens Institute of Technology in Hoboken, New Jersey.
At this workshop, we will demonstrate the concept of GEWS as using a
gaming/simulation to evaluate energy policies proposed by former Vice President
Al Gore and President Barack Obama; specifically, their emphasis on replacing
fossil fuels with renewable sources (e.g., wind and/or solar energy) for
generating electricity in the United States. We will examine how this
would affect oil revenue in Niger Delta of Nigeria, and the consequences to
other economic and social structures, particularly in Nigeria. We will
ask if this is a viable direction with global perspectives. Input data
will include the fact that 97% of total Nigerian federal government revenue
comes from oil, 40% of which is exported to North America — another 23%
to Europe and 16% to the Far Eastern countries, including Japan, South Korea,
and China. We will balance the global consequences of the proposal with
the national consequences for Nigeria, which could be devastating —
particularly when the US would become energy independent by 2030.
I would strongly suggest that you mentioned of this at the Presidential
Advisory Committee for Ethics and Standards — Nigerian government should
create new industries of the 21st century information and knowledge society
while they can still earn money with oil export. Time for this is getting
very, very short — only 17 years left by 2030!!
After this event, we plan to continue this gaming/simulation exercise in
collaborative fashion between Columbia University and Nigerian universities,
e.g., Obafemi Awolowo
University, Rivers State University of Science and Technology in Port Harcourt,
etc.
Our main objective will be to initiate a paradigm shift in international
political science in utilizing both Ònormative (role-playing)Ó gaming
and Òquantitative (model-based)Ó simulation approaches for globally
collaborative education and training. This is a new, NON-TRADITIONAL
approach for policy analysis that sets a new and high standard in the search
for human and sustainable national development. World experts participating
will be from the School of International and Public Affairs (SIPA) of Columbia
University. One of them is a former executive of Shell Oil Development Co. with
lengthy experience in Nigeria; others include system dynamics simulation
experts from the Millennium Institute, a world-renowned organization based in
the Washington DC, and technical experts on Internet and simulation.

Embassy in Abuja- Nigeria from where JICA. can be best
connected.
I viewed the GUS/ Friends & Partners archives you sent me and found this
guy, Walter G. Ollor, Ph.D. <[email protected]m> who already
had some interventions in the Niger Delta region of Nigeria.
I sent him an email immediately-please see copy
attached herewith.
Unfortunately, the mail was returned twice to me.
1. Could you kindly forward this to him at an alternative address
?
2. Is there a chapter of GUS/ Friends & Partners in Nigeria already ?
If so who is the
contact person and point of contact ?
3. If you indeed plan to visit Nigeria, this will be a super idea because I
also serve in the Presidential Advisory Committee for Ethics and Standards.
I will definately like to present GUS through you to
the highest Governmental level and Nigeria's appropraite
agencies for transformation.
Beyond health care and education, ICT in Nigeria is in a " Gold rush in
California" phase but needs direction from authentic experts.
Current economic data reveals that Nigeria is the fastest Mobile Phone new
user-customers in the world.
China and South Korea are in Nigeria doing Billion Dollar business in this
sector but with products and services that donot meet
globally acceptable standards.
Worst still are the Cell Phone Network Providers.
They make customers pay for calls/SMS which donot
really connect to a receiver immediately.
I am sure there are answers from GUS that could be used to resolve
such " Stealing by trick" tactics in developing
nations.

Happy New Year once more to you, family and colleagues. Thank you for he great
update summary.
On Tele-medicine, the following issues may be of interest to you, just as it
concerns many African:
a). There are more than 70% African who depend on Traditional Medicine to
survive. Currently, most of the Traditional Medicine service points are disconnected
from the patients - resulting to many deaths (people who cannot afford
orthodox medicine, live in rural areas and yet unable to access Traditional
medicine.
Proposed Solution:
There is need to establish a Traditional Medicine Outreach
Database System - hosted on the Internet and connected to the patients via
Mobile phones. There are currently more than 500 million mobile phone users in
Africa with Nigeria topping the list with more than 100 million Mobile Phone
Users. This system/solution can be used both to educate and deliver
health care services to millions of Africans
b). There are currently a lot of Fibre Optic Project
implementations in Africa. Most of them are designed to land at the Mega Cities
and Urban areas without a Last Mile solution to benefit more than 70% of
the population who reside in rural areas.
I suggest that the R&D Funding be channelled to
the two areas (a & b) suggested above.
