(1) Many, many thanks for your prompt response (ATTAVCHMENT I
below) to my last list distribution (Reference (a) above).
It is a quite honor to receive a response from such a distinguished person like
you.
Because of my age (about a half year elder than you), I am sorry to say that I
donÕt recall my mtg with you in Tokyo.
(2) Once I made a question to Rector Nambara,
ÒIn the
US, your field is called as the ÒPolitical Science.Ó But, I donÕt see any
scientific methodologies being taught. Why?Ó
Although he was the most prominent scholar in the field of political philosophy
in Japan, I could ask him such an impolite question since he was like my uncle
because of my motherÕs good friendship with him (Reference (a) above). He
then let me ask the same to his subordinate professor who later told me that
the political science is to teach General Administration. I then thought
that if so, why they donÕt teach Operations Research, Systems Dynamics, etc.
I then later found that the Greek origin of the word ÒScienceÓ means ÒTo learnÓ
or ÒTo Know.Ó
Thanks to your comment, I enjoyed reading on the word ÒScienceÓ in Wikipedia.
BTW, introduction of scientific rational approach into political science has
been my life-long quest (Reference (b) above), i.e., a paradigm shift in
international political science — e.g., the creation of the ÒLaw of the
SeaÓ at the United Nations with over 150 signatory countries (except the US)
(Reference (c) above).
(3) I still recall the words of Late Rector James Conant of Harvard University
(Reference (a) above);
ÒTruth is like sun. When you look it at, it is glittering and cannot see
its clear edge. When you come near to it, it would become clearer.Ó
This may be just like from Greek science to Galileo, Newton, Einstein,
Bohr and so on.

I am very happy to know that the lady Janice Lathen
is now accessing JICA resources in Tanzania.

(5) As mentioned elsewhere before, the broadband Internet is the very basic
social infrastructure. Hence, we will conduct long-range national
forecasting with socio-economic-energy-environmental simulation models for our
GKCN/GEWS project (Reference (b) above), which wil,
obviously include a public healthcare sector which will then include malaria
eradication and mother/child mortality issues in various African countries.
We may ask Dr. Geof RaynerÕs
guidance on its modeling — see the Section ÒEcological public health and
embracing complexityÓ of Reference (d) above.
